China’s used car export sector has evolved rapidly from a small pilot programme into one of the most dynamic segments of the country’s foreign trade. Since the official launch of pilot exports in 2019, shipment volumes have surged, reaching 325,000 units in the first half of 2026, worth USD 7.6 billion, rising 61% in volume and 54% in value year over year.

A key industry shift arrived with new national regulations effective January 1, 2026. The new framework targets quasi-new or zero-mileage vehicles. Cars registered within 180 days require an official after-sales confirmation letter issued by the original automaker before export approval. Vehicles registered longer than 180 days follow standard used-car export procedures. This policy pushes the whole industry toward genuine pre-owned vehicles, transparent mileage records and full compliance, raising trust for overseas importers and end users.
New energy used cars stand out as a bright spot in this trade. Pre-owned EVs from China have seen dramatic export growth, attracting buyers in markets with growing demand for low-emission mobility. Meanwhile, traditional fuel-powered used vehicles remain dominant in regions where charging infrastructure is still limited.
